Our client had already set up shop in The Kingdom. It was an existing regional data network operator that was operating without a nationwide data network license. To assure it could continue and even expand its business, it wanted to acquire a nationwide license. Having already gained considerable experience running a data network, our client was well aware of the challenges new entrants and small challengers faced when entering the market and competing for clients. They therefore wanted to ensure challengers to the incumbent would have a voice in formulating policies that could help ensure success rather than failure.
The consultation was a perfect opportunity. Our client’s Regulatory Affairs Management function wanted to take advantage of the regulator’s exercise to demonstrate its expertise and its commitment to the customer and to sector growth in Saudi Arabia while also arguing for policies that encouraged competition and innovation.
